Who has to use e-invoicing
E-invoicing covers the invoices a UAE business issues to other businesses and to government. It applies whether or not the company is registered for VAT, so a small company that invoices other companies is in scope even if it has never filed a VAT return. Sales only to consumers are out of scope.
Revenue decides the phase: companies with AED 50 million or more go first, and everyone else follows in 2027. Confirm with your accountant or tax agent which revenue figure applies to you.
What appointing a provider means
You do not send e-invoices on your own. You sign up with an Accredited Service Provider, a company accredited to exchange e-invoices in the required format for you, and appoint it by the date for your phase. From the go-live date, your invoices to businesses and government go through that provider.
Start by asking your accountant, and the company behind your accounting software, how they will connect to an accredited provider. Check that a provider is accredited before you sign.
The AED 5,000 monthly fine
Under Cabinet Decision No. 106 of 2025, a business that has not appointed a provider, or has not put the system in place, when required faces AED 5,000 for each month or part of a month. Because it is charged per month, three months late can cost AED 15,000.
The official sources at the end of this page have the full decisions. Confirm how they apply to your company with a registered tax agent.
What to do before your date
The provider has to be appointed months before go-live, so treat the appointment date as the real deadline:
With a free Get Tajdeed account, both dates go into your company calendar with email reminders before each one. When the provider is appointed, mark it done.
- Confirm with your accountant that you invoice businesses or government, and which revenue band you are in
- Ask your accountant and your accounting software company how they will connect to an accredited provider
- Choose and appoint a provider before the appointment date for your phase
- Send test invoices before the go-live date
